Description

Sometimes users join a meeting session without having permissions to use any of the tools in that session (voice, chat, whiteboard).

Sorry for not getting back sooner...

I have synced our code with the latest from the MOODLE_19_STABLE contrib branch,

And I still have a meeting where I don't get any permissions on joining the meeting.

Do you need we to get any more information?
