It has been raised that the timecreated entry for a record may not be the same as the "Date Set". For example a face to face meeting may take place as a review where targets are agreed. However because of access to IT facilities these targets are not added to the ILP until a few days later (e.g. weekend in-between). Thus the time the entry was created is not necessarily the same as the day the target was set. Users may perceive this as shortening the time-frame for completion.

A separate date set field should be added to accommodate this.
