Creation of the grade/report/stats plug-in as part of the animated grade statistics report GSoC project.

report/stats will provide text based statistics for each grade item and aggregate in a table format similar to that of report/grader as well as options to filter by group and item type (scale, value, etc).

Daniel - I noticed your commit into CONTRIB with some of the code. I dont' have a chance right now to look at it but will check it out. Congratulations on getting some code written. I get so busy with other little things that I feel like I seldom have time to code but greatly enjoy it. I look forward to reviewing your code. Peace - Anthony

I believe the stats report is at a usable point and about where i have hoped to get it to over the summer for GSoC, so i will be resolving this task/issue.

I plan to keep fixing bugs, updating it and doing more testing on it in my free time as it think it will be valuable to some people out there.
