Description
Scenarios:
1. Teacher is the only one grading this forum
2. Two teachers are grading this forum and either one can grade the submissions
3. Two or more teachers are grading the forum and both of them must mark it.
Only 2 is a problem as 1 and 3 are fine as things are now. Sounds like a nother setting in the config tree.
