Description
The Max size shown for attachments is misleading.
Our site has a 500mb max file upload size.
I'm testing in a course with a 2mb max file upload size.
On the mail compose/edit form, the attachment field shows 'Attachment (Max size: 500mb)'. However, if I try to attach a file larger than the course maximum (2mb), the attachment doesn't get sent.

Fix bug, and add more information when occurs an upload file error.
