If a user is given Administrator or Course Creator rights at the Category Context they are permitted to create new courses, but they are *not* given the option to restore a backed-up course to a new course (within that category)

Hi,

Sometime ago we added a new feature in HEAD to allow users assigned at course cat level to restore courses to any course category they have permission in (new or existing). Because it was a lot of changes it was never back ported to STABLE, but seeing this feature would fix this bug nicely it is now backported =) Please report any bugs (if any)
