Iplookup/hostip does not give any maps (location) in IE browsers. It seems to be a same kind of bug moodle had with theme editor and site policy page ( object tags and ufo.js), look at http://tracker.moodle.org/browse/MDL-9825

One solution (works in IE too if the map itself does exist) is to use iframe tags. Attached my version of file moodle/iplookup/hostip/lib.php
