Description
In Moodle 1.6.3 and 1.6.5 the multilang filter is not working for the site title and the HTML sideblock title. "Filter all strings" is enabled in the filter area.
Within the content of the HTML block and the course content the filter works.
A patch would be great, a fix would be better. Thanks a lot.

This was implemented in Moodle 1.8, but it was a very big change, and there is essentially no chance of it being implemented in the 1.6 stable branch.
I'm not an expert, so I hope you don't mind me butting in here, but I am pretty sure that is an accurate summary of the situation.
That is, I expect this will be resolved as won't fix.
