Description
The word Publish in the category view of question management within a moodle course is accompanied by the same open/closed eye used in the rest of moodle to denote hidden/visible. The implication of the closed eye AND the word "publish" is that the questions will either not be available, or not usable, or not visible.
In fact this is not the case at all- Publishing denotes making the questions available to all others on the server, which is a very different functionality.
This word should be changed to something like "Share" or "Broadcast" or if need be "Share across courses" or even "Publish across courses". The icon should not be an eye, but something like a handshake, or little radio waves (i.e. broadcast) coming off a checkbox.
This is important because moodle newbies dont understand this, and publish their categories, thinking that necessary to make them active. The result is that everyone in a large installation sees HUGE numbers of categories showing up in their lists- making navigating the drop downs even worse.

Jamie Pratt is making big changes to the question bank for Moodle 1.9, which will make this issue irrelevant. Everyone has coped with it the way it is for ages, so I am not going to bother changing anything in 1.8 or earlier.
