User upload from CSV file, supports only standard CSV format using comma as separator.
CSV files are commonly produced by many users saving from Ms Excel. But some latin languages Ms Excel (sure for Italian one), where comma is decimal separator, export CSV file using semicolon field separator. For not-so-skilled users this is an issue.

Also, in some environment, it may be complex encoding commas as &#44, and would be useful using uncommon character, (often pipe) as field separator.

Upload User page should allow choosing a field separator other than comma (maybe from a given list).
Separator encoding should change with chosen separator
