Amen! Speaking as someone at one of the schools in Art's area, I couldn't agree more. To be able to allow teacher-student and student-teacher email (and block student-student email) would be a wonderful feature for the K-12 crowd.
I would also like to add that this is something that is being asked of here in Swansea as well. Would sort out a lot of problems for us.
Any update on this? This would be a fantastic addition to 1.9.
The problem for destination roles is that the rules are going to be a little complex in general. Roles are assigned per course, not site-wide.
For example, what do you do when someone is a teacher and a student, sending to someone else who is a teacher and a student? All these combination and possibilities need to be laid out in detail and agreed upon before anyone can start work implementing it. A capability that prevent certain people USING messaging already exists (moodle/site:sendmessage) but it needs to be applied at site level (messaging is a site-level tool).
