When you assign a global teacher role, he has access to change the front page settings, and also the courses - backup. menu.
strange thing, a global course creator doesn't have these privileges

Changing title of bug, testinga patch now

Workaround for 1.8.x is to assign teachers in categories and courses only.
Creator role did not work in 1.7, it should be working fine in 1.8 though it might be necessary to reset its permissions.

We have discussed it with Martin D, this is not a bug, teachers assigned at system context are teachers in the fronpage context. This will not be changed, teacher role should be assigned in course context only. Please create a new role and setup only needed permission if you want to assign it at the category context.
