Various missing navigation links when viewing resources

Description

The "Resources" link and the name of the resource is missing when a text or html resource is shown together with the course blocks.

The course shortname link and the "Resources" link is missing in the original window when a text resource is viewed in a popup.

Views of html resources are logged twice if they are displayed in a popup.

A patch that fixes these issues is attached.

Here's a new version of the patch (against what will soon be 1.9.2), but I'm not sure of the correctness of this (I'm not sure of what the expected behavior is). I would appreciate some review.
