Description

It seems that the "guest" user is able to tag himself, see, for example:

http://moodle.org/tag/index.php?edit=1&id=5

Both the "Add "XXX" to my interests" and the "Flag as inappropriate" options are visible and operating.

I fact, it seems that some "guest" user has added and flagged a lot of tags in moodle.org.

I can't see these options on the page you gave, and the tests I've done locally suggest that this must have been fixed recently.
