We have been testing 1.9 and when we create and enroll users as students in a course using a CSV file, they are enrolled correctly, but they do not appear in the participants list. They must access the course for them to appear in the list. Is this a "feature" or "bug"?.

This was an upgrade from 1.8.2+

We run 1.8.2 for a production site and users enroll this way are displayed correctly as soon as the import process ends.

I see the same behavior when I assign rolls to students one at a time. Seems like a bug to me. I hope it's not a feature.
