update from 1.8.3+ to 1.9beta2 with third party mods fails

Description

when updating an existing moodle 1.8.3+ (with third-party mods installed), installing moodle19 in a fresh directory without third-party modules (not copying moodle19 over existing moodle18.3+), a blank page is shown.
It is necessary to install all previously installed third-party modules in the moodle directory prior calling moodle/admin to update.
