Yes, because data within courses is protected.
A workaround is to use images within the Site Files (course 1).

I think something similar is happening to me. I am the main admin so I'm not sure if course data being protected has something to do with it.
When I login occasionally, I will get automatically redirected to http://school.com/file.php/X/image.jpg like moodleray and you have to manually re-enter the http://school.com URL to get to the home page.
This seems like a bug since these images are accessible by everyone, otherwise we wouldn't have posted these images on the home page as no one would have been able to see them.
I'll try the workaround, and if you give me a bit more to go on, I'll try to get a patch going for a fix.
