Description

change btns to sort them relating to function and workflow.

For example on the left btns relating the existing file list. On the right add content: "make a folder" and "Upload a file".

The files UI has changed in Moodle 2.0, so that your suggestion no longer applies. ~~MDL-14589~~ is the tracking bug for implementing the new file API.
