Environment:

Linux CentOS 4.x, php 5.12, mysql 5.x. We are seeing this on both 8.x and 9.x setups. I think it may be this way across more versions of Moodle.

The default country set in Site Admin -> Location -> Location Settings is not used in the email self-registration page, instead the selection defaults to Choose a Country. This has been a fairly common request from users. It would seem to be one of the more likely uses for the default country value.

This is now fixed in CVS
