html editor table manipulation dialogues can't be used on ie7

Description

The popup windows on ie7 obscure the ok buttons and can't be resized.

This was reported by some of my users and affects the table properties and cell properties

Not a great screenshot, but shows the sisue a bit. Missing buttons at bottom

I've fixed this in CVS by adding a bit of extra height. Seems to work fine in IE/FF
