Description

Though the whole installation and upgrade process is localised, the strings in "lib/scroll_to_errors.js" are hardcoded and cannot be translated.

Suggesting this to improve the installation UI for non-english speaking admins.

Also hard-coded are php message strings in /lib, e.g. "plugin needs upgrading" in adminlib.php
