"Each person posts one discussion" = no student can add a discussion

Description

When a forum is set to "Each person posts one discussion" with no groups there is no button for a student to add a discussion - the forum is essentially blocked.

We've found that the forum only allows ONE person to create a discussion - after which all other users are prevented from creating their own discussions. Patch is attached.

I downloaded the most recent version of 1.9 in mid-March Build 20080307), but this bug is still there! Are you sure that it was fixed?
