Add a Help button to the Ratings dropdown in Forum

Description

Forum ratings are widely misunderstood and frequently misused. In a support forum, for example, ratings should only be applied to support given, and should rate the quality of the support (Martin D in http://moodle.org/mod/forum/discuss.php?d=89722)

We need a Help button next to the Ratings dropdown that explains the ratings game. If possible, it should have the rubric for ratings specific to the forum. The help file should be either completely generic (is it possible?), but ideally it should be specific to the scale used in the forum.

There is currently a scales help pop-up next to the "Send in my latest ratings" button.

John, are you suggesting that it should be moved next to the rate dropdown menu?

I never noticed the popup, perhaps because it is in the wrong place. By the time you scroll down to the "Send in my latest ratings" button, you presumably have already made all your ratings. Yes, I would move the Help button next to each dropdown menu.

After creating this issue, we came up with a much better idea. It is described in MDL-13372 and discussed in http://moodle.org/mod/forum/discuss.php?d=89722 (the same discussion referenced earlier). With MDL-13372, we could completely eliminate ratings-related Help files because THE SCALES THEMSELVES WOULD CONTAIN THE "HELP." Pressing a button next to the Ratings dropdown menu would query the scale for its rubric and present it to the user in a pop up containing a nicely formatted table (like the ones A.T. Wyatt gives in her examples in the discussion), together with the Scale's description (general guideliines on using the scale for forum ratings).

It's a simple and obvious refactoring. The information that currently resides in Help files is in the wrong place, period. Information about a Scale is the property of the Scale, and belongs IN the Scale. Once the refactoring is done, the Help files will no longer be needed. This is good because (for example) we avoid the need to coordinate Help files with Scale development.
