I wish to only show courses related by groups for grading by non editing teachers in the Grader Report.
However only shows all groups even if Access_All_Groups is set to allow.

However
If I go to Users->Permissions->Define Roles
And set non-editing teacher "Access All Groups" to allow.
Then from the groups pull down select the group I want displayed.

If I then change non-editing teacher "Access all groups" to prevent then all of a sudden it only shows the proper group when in grader report.
