Description

Since previous timezone update (see MDL-12024), there are a bunch of changes in Argentina and Chile.

Current timezones package is tzdata2008a ( downloaded from ftp://elsie.nci.nih.gov/pub ).

The olson.txt to be imported is the concatenation, in one unique file of this olson files (in this exact order):

africa, antarctica, asia, australasia, europe, northamerica and southamerica

Loaded 2012 rules.... going to generate the CSV file (commas as field separators, non-quoted values and first line as field names).
