Actually, there could be a menu in the course creation form listing all courses, and selecting any one would copy it into this new one.

This new request was intended as a feature in it's own right. ie if an institution had the same 6 links on ALL courses (poss per category), then new course would automatically populate with resources from the template.

Ah, so you're thinking of a inheritance model, where activities from a master class appear inside the child classes (mingled with any unique additions from the child classes).
This has been mentioned quite a few times and sounds very hard.

That sounds a tad more complex than I had in mind. All I meant was to have a reserved coursename (possibly within each category) to act as a template, and when adding new course, preload the values in that template into the fields prior to editing, and copy the resources from that 'template course' when clicking the 'save' button.

In that case what I said earlier would get two bird with one stick ... if any course could be used as the source template, then it's easy to create a hidden course with a meaningful name and choose it from the menu.
