Description
In 1.8.4 it is possible to restore the frontpage. When choosing existing course, deleting first you get a list of existing courses and in this list you find the frontpage course. But in 1.9. the frontpage course does not appear in the course list and thus it is impossible to restore the frontpage as a frontpage. You can only restore it as a course among other courses.

this was fixed some days ago by
MDL-12760. Now, if you select "current course, deleting", the restore automatically will start in the front page (site) course.Closing this as duplicate. Thanks for the report!
