Cannot create new course using restore

Description

To re-create:

Upgrade t 1.9 weekly from 1.8.4
Log in as user: Default CC at System, Editing teacher in course
Back up that course using all defaults.
Restore course to create new course - use all defaults (it makes no difference if the short name is changed)
Cannot create new course: Error message is "You need to be an edit teacher or admin to restore into selected course!"

It works Ok if logged in as Admin.
(Editing teachers should not be able to create new courses anyway)

Hi Ray....

works for me....

user is a teacher in CF101 and added to the system role "course creators"

can restore to a new course with no errors.

I'm using:
Moodle 1.9 + (Build: 20080412)

can you provide any more information to help us replicate it?

Sadly not. Just updated to this weeks, um, WEEKLY.

Still the same behaviour.

Will try on a fresh install in the next day or so.

Same on fresh install of latest weekly.

Definitely an issue on exactly the basis in the original report.

database mysql version 4.1.16 is required and you are running 5.0.27 OK
php version 4.3.0 is required and you are running 5.2.4

I had the same problem, but with Moodle 1.9 + (Build: 20080430) it's now OK
MySQL 5.0.26
PHP 5.2.5
