To re-create:

Upgrade t 1.9 weekly from 1.8.4
Log in as user: Default CC at System, Editing teacher in course
Back up that course using all defaults.
Restore course to create new course - use all defaults (it makes no difference if the short name is changed)
Cannot create new course: Error message is "You need to be an edit teacher or admin to restore into selected course!"

It works Ok if logged in as Admin.
(Editing teachers should not be able to create new courses anyway)
