Allow admin/replace to match text stored as configdata in block instances

Description

The replace script does not match text stored as configdata for block instances because it is stored as base64_encoded.

Attached are patches for the latest Moodle 1.8.5+ and Moodle 1.9+ that do this.

I've tested these patches against Postgres and Oracle, and presume they are portable on MySQL and MSSQL.
