In our Moodle 1.9+ Build: 20080416 system we have a big issue if a Moodle admin (or any user assigned the Moodle admin system role) attempts to restore a backed up course. If they run the restore and attempt to restore it to either a new course OR over an existing course, the restore puts everything on the front page instead of the target course. Normal users (instructors) can restore okay.
