You can't select the category when restoring a course

Description

When restoring a course from the site files you can no longer select the category for it to go into. Versions before 1.9 used to allow this. This is really annoying if you have a large number of courses to restore.

The code rather implies that this is a design decision (comment - "// Category selection isn't alowed if restoring from within SITEID course"), but I have no idea why this should be.

The whole category thing seems to have gone down the toilet. It's ability to make a reasonable guess at the correct category to load a course into is broken and when you do get a list, it doesn't show the category tree structure (like in the category select tree in a course settings page).

Resolving as fixed. Now the category is displayed when restoring from SITE, showing the allowed categories where the user can create courses and defaults are guessed a bit more cleverly than before.

Adding Helen as QA, just in case she can test it together with the MDL-19246.
