Database: Add ability to place ratings on list template

Description

Attached is a patch that enables the ability to add ##ratings## into the list template. This could be useful in Modules and Plugins database on Moodle.org to show the average ratings. I've used default functionality but it could use a more thorough review to make sure it does not disclose information that one does not have access to.
