Description

In the above build of moodle the blocks don't work properly, when AJAX is allowed:
In a course, the up, down, left and right buttons of the blocks disappear, when AJAX is allowed.

When AJAX is turned off, the blocks work properly.

Well... it's not a bug - it's a feature.
They're meant to disappear, because once you activate AJAX, you can arrange the blocks simply by dragging and dropping them to their place.

Maybe it should be shown (added in the header of each block) the cross with four arrows as it is shown inside arguments.
This in order to avoid this kind of wrong understanding.
