DB Sessions Fail with PostgreSQL

When db sessions is enabled in Moodle with Postgresql the system refuses to let you in. You get "Session: Connection Failed" messages. The only way to get back in is to restart the postgresql database and try over and over to log in. I have tried this with 1.9.1 and 1.9.2.
