Suggested small lang string rewording:

$string['configsendcoursewelcomemessage'] = 'If enabled, users receive a welcome message via email when they self-enrol in a course.';

Also, just wondering whether then sendcoursewelcomemessage setting should be a checkbox, rather than a Yes/No dropdown menu?
