Set Site polices > Blog visibility to personal blogs only.
Visit a user profile other than your own.
Click the Blog tab.
The following error is displayed: You can not view blog of this user, sorry.

This is the expected behaviour and not an error.

Suggestion for improvement:

Where blog visibility is set as above, do not display the Blog tab for other users.
