'Browse' button does not change language when course or user is in a different language.

Description

The 'Browse' button for uploading files (tested on Assignment and Forum for now) does not change to the language of the user if the course creator has a different native language.

This happens regardless of the language settings of the course.

For example:

A course is created with a user that has 'English' as their profile language.
The teacher creates an Assignment for a simple file upload.
The student with a different language in their own profile accesses the course, clicks on the Assignment link.
In the prompt to browse for a file to upload, the Browse button is written in English, not in the language of the student. All other buttons are translated properly.

The same occurs with Forums, now checking on other modules.

Hi Bill,
If I'm correct about the button you mean, that button is provided by the operating system of your computer, so not translatable by Moodle

Hi Koen,

This would make sense.

Therefore, users using a browser of a different language would then always see that language regardless of the course or profile language. Is that right?
