When changing the number of questions per page from a fixed value, such as 1, to "unlimited", the quiz continues to display the original number of questions per page. The only "fix" is to delete and re-create the quiz.
This is a common misconception, because the user interface is badly designed. The "Questions per page" setting would be better named "When adding questions to a quiz, automatically start a new page after every X questions."
To affect the questions already added to the quiz, you need to turn on "show page breaks" on the quiz editing screen, then use the "repaginate" control. There is no need to re-create the quiz.
