The determination as to whether the courses_list block should display "my courses", 'courses' (available), or 'categories' is not affected by the user being enrolled in mnet courses.

When the user is enrolled in local courses, this causes the block to display links to those courses, rather than displaying links to courses the user could enrol in, or links to categories of courses.

It is expected that mnet courses should similarly affect the block's behaviour.
