This is a new site installed from scratch with Moodle 1.91. I've turned on the ability for all users to request a course. When we were holding teacher training the teachers created were able to request a new course from the courses page.which I approved. I worked fine. Now when new teachers create their accounts they sometimes get the ability to request a course and sometimes not. There does not seem to be any reason for some to be able to see the request buttion and some not.
