Description
If you give the user:create capability to someone without the user:update capability then when the create a new user they are immediately transferred back to the /admin/users.php page which gives an error since it appears you need the user:update capability to see this page.
I'd suggest that each capability should work on it's own without throwing error messages, though testing all the combinations would be a big job.
