Overrides done in block context are lost when course is backed up and restored.
Specific block where I saw this happen: Upcoming Events
No, I did not test to see if it happens in "all blocks."
May be related to MDL-15690 – "Backup/restore process does not keep the role overrides in Activities"

MDL-15690... can you confirm if those overrides in blocks "belong" to users that have role assignments in the category level (and not in the course level) ?TIA!
