If new profile fields are created, when using "bulk user actions" and downloading user data, field names are not saved as short name.So when trying to upload users to a different site, it uses the full name field which can be illegal. Could be related to why when trying backup and restore to a new system with new profile fields no user data is included.

This bug seems related to #MDL-16929 and was fixed.

Resolving as duplicate of MDL-16929 . Can you, steve, update to latest 1.9.x version and try it again? That should fix the problem.
