Description
An idea for a new feature in Moodle: creating system-wide "master" groups for users, so that it would be possible to send messages to a particular group. For example, at our institution we have students in different degree programs (PhD, ThD, MDiv, MA, CALL) at different schools, and it would be nice to send a message to users in one degree program and/or at a particular school – it might be good to allow users to be in multiple groups then (degree and school). I think this would also help when it comes to students who have graduated; when we get the lists from the registrars of the different schools, we can compare them to the user reports.

MDL-11826which will create site wide groups. Once that is done, then I think it would be easier to use the participants block, select the group, and select all those users and bulk send a message.
