centralise enabling of various features/subsystems on one settings page

On the "Optional Subsystems" page in Moodle 2, most options are enabled/disabled via a checkbox - except for Networking.
It would make sense to:
* Make it a checkbox
* Reword the label to 'Enable networking'
* Potentially, move it closer to the 'portfolio' option because those two options are kinda related (though neither depends on the other)
