Database Activity - Entries in the database are not viewable until user goes to search tab and clicks save settings

In database activities, for both "students" and "teachers", the database is reporting "No Entries in database", despite evidence in activity reports and elsewhere that "students" have submitted entries to the database.

When a student or teacher goes to the Search tab on the database and then (even without selecting any search criteria) clicks Save settings, all of the entries in the database will show up properly.

It would seem the proper default behavior would be to have all entries showing. An example of a database activity that is experiencing this issue has been attached (without user entries of course).

We just ran into this in a course that was restored from a previous Moodle instance. Might it be due to MDL-20369?
