Description
The function forum_subscribed_users() in the case of force-subscribed forums returns all users who have the capability mod/forum:initialsubscriptions at the course level rather than at the forum level. I can easily fix this but I wanted to raise this here first in case there is some reason for using the course context rather than the forum context.
