Description

1- Add a Resource of the Composed Web Page type
2- In the resource edit page, check the Show the course blocks box.
3- Save and display
4- Logged in as admin or teacher, in the Administration block you have access to the Turn Editing on link.
5- Click on that link...
6- Error * Course Module ID was incorrect*.

This bug seems to have gone on unnoticed for quite a long time (at least since version 1.8).
See also this discussion: http://moodle.org/mod/forum/discuss.php?d=63730
where Stephen Smith complains that "The administrator button 'turn editing on/off' appears to have disappeared" and John Isner answers "If you could edit the resource page, you could add or remove blocks. Then the blocks on the resource page would no longer be the same as on the main course page, and the resource would need to maintain its own list of blocks. I doubt that resources can do that."

My conclusion is that the Turn Editing on link should NOT appear in this context and it should be removed to fix the bug.

There are actually quite a few problems with using course blocks on resource pages. See MDL-14415 for more details.
