Description
This is a meta list of issued that should make the writing of External Moodle API much easier.
Low level core:
- should not try to be "clever" and guess programmers intentions, hacks must be moved closer to UI
- can not use $SESSION and $USER vars or any function that uses $USER (like has_capability without $userid parameter)
